This is for the first time, IRNet organized conference overseas and that is in Singapore on 4th October 2011. The conference was organized in SEAMEO (South East Asia Ministry of Education Office) sponsored RELC (Regional English Language Center) International Hotel. This was well attended by scholars, academicians and researchers from various Asian countries. The conference began with the welcome Address by Chief Mentor Prof. Dr. Srikanta Patnaik and followed by the address by Chief Guest Prof. Dr. R. K. Mishra, Dean (Academic), SOA University, Bhubaneswar, India. Among others Prof. Wei-Li Wu and Yi-Chih Lee of Department of International Business, Ching-Yun university Zhongli, Taiwan presented paper on “Enhancing International Knowledge Transfer through Information Technology: The Intervention of Communication Culture” . Ms. Yusliza Mohd. Yusoff, School of Management, Universiti Sains Malaysia, Penang, Malaysia presented paper on “Electronic Human resource management(E-HRM) and Human Resource Competencies” . Prof. Mehdi Asgarkhani, Faculty of commerce, CPIT Christchurch, New Zealand presented paper on “Corporate Govenance of ICTs: An Overview”. Ms. Amandeep Khokher received the Best Paper Award and certificate for her paper “Performance Evaluation of a Content –based Retrieval System based on Color Means”.
